Apply for new Passport in India 2023: Making fresh passport from any state of India isn’t difficult now. Any Indian national if wants to urge new passport can easily apply online. Passport Seva of Passport and Visa division of Ministry of External Affairs Government of India has made this service very easy for getting fresh passport one has got to just follow the steps,
Step 1
- Register through the Passport Seva Online Portal. (Click on “Register Now” link on the house Page).
Step 2
- Login to the Passport Seva Online Portal with the registered Login Id.
Step 3
Click “Apply for Fresh Passport/Re-issue of Passport” link.
Step 4
- Fill within the required details within the form and submit.
Step 5
- Click the “Pay and Schedule Appointment” link on the “View Saved/Submitted Applications” screen to schedule a meeting . Online Payment has been made mandatory for booking appointments in the least Passport Seva Kendras/Passport Offices. Online Payment are often made using anybody of the subsequent modes: o Credit/Debit Card (MasterCard and Visa) o Internet Banking (State Bank of India (SBI) and Associate Banks Only) o SBI Bank Challan.
Step 6
- Click the “Print Application Receipt” link to print the appliance receipt containing Application Reference Number (ARN)/Appointment Number.

- Visit the Passport Seva Kendra (PSK)/Regional Passport Office (RPO) where appointment has been booked, along side original documents.
Note:
- Only emergency/medical cases and preapproved categories may visit Passport Seva Kendra without appointment. Service are going to be provided at the discretion of Passport Seva Kendra in-charge/Passport Officer.
In case of minor applicants (below 4 years of age), carry the recent passport size photograph (4.5 X 3.5 cm) with white background. - Resubmission of form is required, just in case the applicant doesn’t visit the Passport Seva Kendra within 90 days from the web form submission.

Step 1 | Download the e-Form through the “Download e-Form” link available on the Home Page. |

Rules and Regulations to apply for new Passport in India
An Act to supply for the difficulty of passports and travel documents, to manage the departure from India of citizens of India and for other persons and for matters incidental or ancillary thereto. Be it enacted by Parliament within the Eighteenth Year of the Republic of India as follows: –
- Short title and extent
- This Act could also be called the Passports Act, 1967.
- It extends to the entire of India and applies also to citizens of India who are outside India.
What is the Rules and Regulation to Apply new Passport?
(a) “departure”, with its grammatical variations and cognate expressions, means departure from India by water, land or air;
(b) “passport” means a passport issued or deemed to possess been issued under this Act;
(c) “passport authority” means a politician or authority empowered under rules made under this Act to issue passports or travel documents and includes the Central Government;
(d) “Prescribed” means prescribed by rules made under this Act;
(e) “travel document” means a travel document issued or deemed to possess been issued under this Act.
Apply Passport or travel document for departure from India
No person shall depart from, or plan to depart from, India unless he holds during this behalf a legitimate passport or travel document. Explanation.- For the needs of this section,-
(a) “passport” includes a passport which having been issued by or under the authority of the govt of a far off country satisfies the conditions prescribed under the Passport (Entry into India) Act, 1920 in respect of the 34 of 1920 class of passports to which it belongs;
(b) “travel document” includes a travel document which having been issued by or under the authority of the govt of a far off country satisfies the conditions prescribed.
Classes of passports and travel documents
(1) the subsequent classes of passports could also be issued under this Act, namely: –
(a) ordinary passport;
(b) official passport;
(c) diplomatic passport.
The subsequent classes of travel documents could also be issued under this Act, namely: –
(a) Emergency certificate authorizing an individual to enter India;
(b) Certificate of identity for the aim of building the identity of person;
(c) Such other certificate or document as could also be prescribed.
(3) The Central Government shall, in consonance with the usage and practice followed by it during this behalf, prescribe the classes of persons to whom the classes of passports and travel documents mentioned respectively in sub-section (1) and subsection (2) could also be issued under this Act.
Offences and penalties for Applying new Passport and Travel
(1) Whoever-
- Contravenes the provisions of section 3
- Knowingly furnishes any false information or suppresses any material information with a. view to obtaining a passport or travel document under this Act or without lawful authority alters or attempts to change or causes to change the entries made during a passport or travel document
- Fails to supply for inspection his passport or travel document (whether issued under this Act or not) when called upon to try to to so by the prescribed authority
- Knowingly uses a passport or travel document issued to a different person.
- Knowingly allows another person to use a passport or travel document issued to him, shall be punishable with imprisonment for a term which can reach [two years or with fine which can reach five thousand rupees] or with both.
Whoever, not being a citizen of India,-
- Makes an application for a passport or obtains a passport by suppressing information about in nationality,
- Holds a forged passport or any travel document,
shall be punishable with imprisonment for a term which shall not be but one year but may reach five years and with fine which shall not be but ten thousand rupees but which can reach fifty thousand rupees] or with both.
(2) Whoever abets any offence punishable under 9 [sub-section (1) or sub-section (1A)] shall, if the act abetted is committed in consequence of the abetment, be punishable with the punishment provided therein sub-section for that offence.
(3) Whoever contravenes any condition of a passport or travel document or any provision of this Act or any rule made there under that no punishment is provided elsewhere during this Act shall be punishable with imprisonment for a term which can reach three months or with fine which can reach five hundred rupees or with both.
(4) Whoever, having been convicted of an offence under this Act, is again convicted of an offence under this Act shall be punishable with double the penalty provided for the latter offence,
Power to arrest on Passport
(1) Any officer of customs empowered by a general or special order of the Central Government during this behalf and any [officer of police or emigration officer] not below the rank of a sub-inspector may arrest without warrant a person against whom an inexpensive suspicion exists that he has committed any offence punishable under section 12 and shall, as soon as could also be , inform him of the grounds for such arrest.
(2) Every officer making an arrest under this section shall, without unnecessary delay, take or send the person arrested before a magistrate having jurisdiction within the case or to the officer responsible of the closest police headquarters and therefore the provisions of 11[section 57 of the Code of Criminal Procedure, 1973 (2 of 1974)] shall, thus far as could also be , apply within the case of any such arrest.
Passports and travel documents to be invalid for visit certain countries
Upon the difficulty of t notification by the Central Government that a far off country is-
(a) a rustic which is committing external aggression against India;
(b) a rustic assisting the country committing external aggression against India;
(c) a rustic where armed hostilities are in progress;
(d) a rustic to which travel must be restricted within the public interest because such travel would seriously impair the conduct of foreign affairs of the govt of India,
A passport or travel document for travel through or visiting such country shall cease to be valid for such travel or visit unless in any case a special endorsement therein behalf is formed within the prescribed form by the prescribed authority.
